The Commission in its bid to ensure accurate measurement of electricity supplied and consumed in the Nigerian Electricity Industry has instituted a 9-man Metering Committee to enforce, review and modify the terms and conditions stipulated in the Metering code.
Strict applications of the metering standards have the potentials of ensuring smooth returns on investments, while shielding consumers from profiteering tendencies of some investors. The Committee’s inauguration is in accordance with the conditions stipulated in the Metering Code for the power sector, which was launched on June 21, 2007 by the Commission. Inaugurating the Committee over the weekend, the Administrator, Mallam Imamuddeen Talba said, “The principal objective of the Metering Committee is to ensure accurate measurement, recording and data management of electric energy system utilization; make adequate provisions for communications infrastructure for the metering system and specify technical standard for compliance by licensees and accredited meter test laboratories.” Talba explained that the Metering code will interrelate with the Market Rules, Grid and the Distribution Codes that are already in existence. In line with the constitution of the Committee, decisions, except when it settles disputes are not binding on the NERC, but shall have only the nature of an opinion. In the same vein, decisions for amendments to the Committee must be approved by NERC and be published by the Market Operator in a manner agreeable with NERC’s. In his remark, the Chairman, Engineer Emmanuel Ezekwere said that the committee is aware of challenges relating to metering equipment and outlined the Committee’s functions thus: “To keep the committee and its job under review, to review all suggestions and amendments submitted to the committee, to publish necessary recommendations, issue guidance in relation to the Metering Committee and its implementations, performance and interpretation upon reasonable request by any user.” “It is also the responsibility of the Metering Committee to consider necessary changes arising out of any unforeseen circumstances as well as resolve disputes that may arise from the implementation of the code.” Membership of the committee comprises representation from the NERC, Power Holding Company of Nigeria (PHCN), and Meters Manufacturer among others. They are Engr. Emmanuel Ezekwere (Representing NERC) who is the Chairman of the committee, Engineer Uzoma. Achinanya (Representing Market Operator) who serves as the Secretary. Members also include Engineer M. Dada (Representing Transmission Company of Nigeria /member), Engineer M. Atoyebi and Engineer Chris Okonkwo (members, representing Distribution Companies of Nigeria), Engineer C. Sowunmi and Engineer Samuel Dangana (members) representing Meters Instrument Laboratories and Meter Manufacturers respectively. Other members are Independent Power Producers and Generations Companies of Nigeria, represented by Engineer D. Aderibigbe and Mr. J. Onifade respectively. Highlight of the inauguration ceremony was the formal declaration of the Metering Committee by the Commission’s Administrator, Mallam Imamuddeen Talba. The committee held its first meeting shortly after the inauguration ceremony.
